| BRDG | Building Recovery and Reform through Democratic Governance | The conceptual and operational foundations of the Building Recovery and Reform through Democratic Governance (BRDG) Indefinite Quantity Contract (IQC) reflect the evolution of USAID’s thinking about the relationship between democratic governance and development. Whether in fragile states warding off or recovering from crisis, or in more stable states trying to remain on the path of transformational development, overcoming weak governance is a fundamental prerequisite for development. The inability of public institutions to follow through with implementation of promised policy reforms is primarily a manifestation of inadequate governance and undermines both the legitimacy and the effectiveness of the state.
